Selection Commission
Tasks of the Selection Commission
On the basis of objective and transparent criteria, the Selection Commission is required to define criteria for an intelligent and effective selection of athletes for testing and to adjust these criteria continuously to the most recent findings. The Selection Commission assists NADA Austria in preparing a test distribution plan. It schedules the number of controls depending on the probability of doping to occur in a particular discipline.
The Selection Commission consults with NADA Austria to break down the testing pool according to three different risk levels. The Selection Commission is not involved in the operational day-to-day business of the Doping Control System Division. Depending on the discipline, the main focus is placed on out-of-competition testing. The objective is to achieve the greatest possible deterrence effect rather than create as many doping incidents as possible. Athletes who dope should always have to reckon with the possibility of unannounced testing; in the future, there will be no more foreseeable out-of-competition testing.
Statutory provisions
The tasks and activities of NADA Austria's Selection Commission have been laid down in § 4 and § 9 of the Anti-Doping Federal Act as amended by Federal Law Gazette I no. 146/2009:
§4 (2) The Independent Anti-Doping Organization shall establish the following commissions:
6. the Selection Commission pursuant to § 9 para 3, which shall consist of at least three, but no more than five professionally qualified members.
§9 (3) For instituting doping control procedures the Independent Anti-Doping Organization shall, in agreement with the Selection Commission (§ 4 para 2 no. 6), draw up a test distribution plan (§ 1a no. 5) and update it regularly with the latest findings.
